Step by step tutorial with pictures:

1. Apply base coat to protect your natural nails then paint your nails green.
2. Using white acrylic paint or white nail polish, create random swirls.
3. Draw colorful balloons. 
4. Highlight every balloon in white.
5. Apply a rhinestone as decoration.
6. Finish off with top coat and that's it! Nails are done!
